根据海螺建材（泰国）有限责任公司项目建设需求，拟对2022-2023年LNG采购进行招标，为体现公开、公平、公正、透明的原则，现通过海螺型材阳光采购平台（登录网址http://ygcg.pvc.conch.cn）进行公开招标，现将招标相关事宜公告如下：
According to the project construction requirements of Conch Building Materials (Thailand) Co., Ltd., bidding for LNG procurement in 2021 is planned. In order to reflect the principles of openness, fairness, justice and transparency, it is now through the Conch Profile Sunshine Procurement Platform ( login website http://ygcg. pvc.conch.cn ) Public bidding is now announced as follows:
一、招标内容概况：

液化天然气（LNG）购置，包含LNG供应、运输、气体加注、安全管理、人员培训等。
The purchase of liquefied natural gas (LNG) includes LNG supply, transportation, gas filling, safety management, personnel training, etc.
2、交货地点：泰国泰中罗勇工业园

3、交货期：订单下达后12小时内交货到现场。

二、投标申请人须具备的条件：

三、投标申请人须注意事项

1、投标单位需向招标方缴纳投标保证金4万泰铢，未按照要求缴纳投标保证金的，招标人将视其为无效报名或无效投标；投标保证金将在评标结束后10日内无息退还。

2、质量问题处理：若中标，中标单位所交付产品的名称、质量等不符合约定标准或招标方使用要求的，由中标单位负责包换或包退，并承担调换或退货而产生的装卸、运输等实际费用；如因产品质量问题，造成招标方生产出现较大波动或质量问题的，中标单位应承担因所供产品质量问题而导致的招标方所产生的一切损失（包括但不限于产生的废品、不合格产成品退换货费用、市场投诉处理费用等）。

五、报价原则

投标人在报价时应综合考虑市场波动以及生产、运输过程中一切不确定因素，合理投标报价，投标价格为一票到厂含税价（7%税率），合同期内价格保持不变。
Bidders should consider the market fluctuations and all uncertainties in the production and transportation process when quoting, and reasonably bid for the quotation. The bid price is from one vote to the factory tax-included price (7% tax rate), and the price remains unchanged during the contract period.
六、评标原则

开标后，由评标委员会成员对各投标单位产品技术参数、价格、售后服务等进行核对，对满足招标文件要求的投标单位，选择总价最低的投标单位为拟中标单位。
After the bid opening, the members of the bid evaluation committee will check the product technical parameters, prices, and after-sales services of each bidder. For the bidders that meet the requirements of the bidding documents, the bidder with the lowest total price is selected as the bid winner.
