根据泰国海螺公司生产安排，对生产所需的铝棒、铝锭进行公开招标采购，选定中标单位，现将招标采购信息发布如下：ตามการจัดการเตรียมการผลิตของบริษัทบริษัท คองช์ บิวดิ้ง แมททีเรียลส์ (ไทยแลนด์) จำกัด ได้ดำเนินการเปิดประมูลการจัดซื้ออลูมิเนียมตามความต้องการในการผลิต เพื่อคัดเลือกหน่วยงานที่ชนะการคัดเลือกการประมูล ตามข้อมูลดังนี้

一、本次招议标内容概况：รายละเอียดการเสนอราคา Bid details
1、招标标的เสนอราคา ：①铝棒 (อะลูมิเนียมแท่ง)，牌号หมายเลข 6063（หรือT66）และ หมายเลข6463， เฉลี่ย 4-8 นิ้ว；②铝锭(อะลูมิเนียมก้อน) ，A00 , 99.70%。
1.Bid (1) Aluminium Billets No.6063 (T66) and No.6463, average 4-8” (2) Aluminium Ingot ,A00 , 99.70%
2、预计采购量ปริมาณการจัดซื้อ：①铝棒(อะลูมิเนียมแท่ง)1200吨( ตัน)；②铝锭(อะลูมิเนียมก้อน)2000吨( ตัน )。
2.Purchasing volume ( 1) Aluminium Billet 1,200 MT (2) Aluminium Ingot 2,000 MT。（具体数量以生产实际使用量为准） (จำนวนขึ้นอยู่กับการใช้งานจริงเป็นหลัก) .(The number depends primarily on actual use.)
3、交货地点สถานที่ส่งสินค้า ：海螺建材（泰国）有限公司；若为CIF到港，目的港为泰国林查班。จัดส่ง บริษัท Conch Building Materials (Thailand) Co., Ltd. ท่าเรือขาเข้าเป็นแบบ CIF และ ท่าเรือปลายทางคือท่าเรื่อแหลมฉบัง (ประเทศไทย)
3.Where to send the goods : Delivery to Conch Building Materials (Thailand) Co., Ltd The port of arrival is CIF and the destination port is Laem Chabang Port (Thailand).
4、结算方式วิธีการชำระเงิน：原则上货到付款（电汇或信用证请注明）。ตามหลักแล้วชำระเงินหลังจากได้รับสินค้า โดยการโอนเงินผ่านธนาคารหรือผ่านทาง L/C
4.Payment methods : Ideally, pay after receiving the goods by bank transfer or via L/C.
5、合同有效期ระยะเวลาสัญญา： 2023年1月1日-2023年12月31日（暂定）。วันที่ 1 มกราคม 2566 ถึง วันที่ 31 ธันวาคม 2566 (ชั่วคราว)

二、投标申请人须具备的条件： เงื่อนไงสำหรับผู้เข้าร่วมการประมูล

1、投标单位具备法定生产经营资质，需提供营业执照和最新的DBD文件。ผู้เข้าร่วมการประมูลมีคุณสมบัติด้านการผลิตและการดำเนินงานตามกฎหมายและจำเป็นต้องยื่นใบอนุญาตประกอบธุรกิจและหนังสือรับรองบริษัทฉบับล่าสุดเท่านั้น
Bidders are legally qualified for production and operation and are only required to submit a business license and a recent company certificate.
2、投标单位需提供专业发票，社会信誉好，具备良好的资信和财务状况。ผู้เข้าร่วมการประมูลจะต้องแนบใบกำกับภาษีหรือใบชำระหนี้โดยผู้เข้าร่วมการประมูลต้องมีสถานะชื่อเสียงทางด้านสังคมที่ดีรวมไปถึงเครดิตดี เพื่อรับประกันในระบบบริหารจัดการด้านการเงินได้ดี
2.Bidders are required to attach a tax invoice or repayment note, and the bidder must have a good social reputation and good credit in order to guarantee a good financial management system.
3、投标单位产品质量能满足招标方实际使用要求。คุณภาพผลิตภัณฑ์ของผู้เข้าร่วมประมูลสามารถตอบสนองข้อกำหนดการใช้งานจริงของผู้ประมูลได้
3.The product quality of the bidder can meet the actual use requirements of the auctioneer.
4、环保符合监管要求，具有较强的保供能力。การคุ้มครองสิ่งแวดล้อมเป็นไปตามข้อกำหนดด้านกฎระเบียบและมีหลักประกันความมั่นคง
4.Environmental protection meets regulatory requirements and guarantees stability.
5、具有一定的售后服务能力。สามารถบริหารจัดการหลังการขายได้
5.Can be managed after sales.
6、投标单位应遵守泰国的有关法律、法规。ผู้เข้าร่วมการประมูลจะต้องปฏิบัติตามกฎหมายและข้อบังคับที่เกี่ยวข้องของประเทศไทย
6.Bidders are required to comply with applicable laws and regulations of Thailand.
三、投标原则：หลักการประมูล
Auction principles
投标人在报价时应综合考虑生产、运输过程中一切不确定因素，合理报价，按照需求订单组织供货。ผู้เข้าร่วมการประมูลจะต้องพิจารณาการผลิตอย่างครอบคลุมเมื่อเสนอราคา ความไม่แน่นอนทั้งหมดในระหว่างการขนส่ง และการเสนอราคาที่สมเหตุสมผล และส่งสินค้าตามใบสั่งซื้อสินค้าขององค์กร
Bidders are required to consider production comprehensively when bidding. all uncertainties in transit and reasonable bidding and delivery of goods in accordance with corporate purchase orders;

五、评标原则 หลักการประมูลเสนอราคา
Bidding principles
1、招按照技术标和商务标两部分评标。
การประเมินราคาแบ่งเป็นสองส่วนตามมาตรฐานทางเทคนิคและราคาเชิงพาณิชย์
1.Appraisals are divided into two parts based on technical standards and commercial prices.
2、招标方根据综合得分高到底的顺序选择预中标单位。
